Lung cancer tumors shrink but still death?

Why do people still die from lung cancer when they do chemo and the tumors shrink but yet they still die? What if there are no mets anywhere else in the body? Can they still die even though the chemo seems to be shrinking the lung tumors? Any help would be great thanks
